In order to fix this error, go to Start, type Firewall and open Windows Firewall with Advanced Security tool. Select the Inbound Rules from the left and press the New Rule option below the Action tab. Select Port as a Rule Type, click Next, check the Specific local ports box and enter 119 and 443 value in the provided field. Click again Next and follow the instructions. If this doesn't help, I suggest you to install the latest version of the application.
